Because of the size of the proceedings and exhibits, only the record of proceedings are available. However, some exhibits are textually reproduced in the proceedings, and others are available as other pieces of evidence on this web site. It is commonly known as the Joint Chiefs of Staff Report (simply, the JCS Report), or the General Joseph R. Russ Report (simply, the Russ Report).
- The Clark Clifford Memorandum, 18 July 1967 (HTML)This textual copy of the Clark Clifford Memorandum was the result of an inquiry into the attack per the request of President Lyndon B. Johnson (Clifford was a close advisor and the Chairman of the President's Foreign Intelligence Advisory Board). Though more commonly known as the Clark Clifford Report, it is more accurately described as a memorandum.
- The Carl F. Salans Memorandum, 21 September 1967 (HTML)The Carl F. Salans Memorandum was a comparison of the Israeli version of events and the U.S. version of events (the Clark Clifford Memorandum and the report of the U.S. Navy Court of Inquiry) for the Undersecretary of State. Though it has been reported that Salans was one of dozens of assistant legal advisors in the Department of State Office of the Legal Advisor, or that he was the Legal Advisor, he was actually one of only a very few Deputy Legal Advisors.
